It is also responsible for managing the finances of the Ministry Headquarters.<\/p>\n<p><strong>Objectives<\/strong><\/p>\n<ul>\n<li>To safeguard the interest of the Ministry in all financial transactions relating to revenue and expenditure.<\/li>\n<li>To mobilize and disburse financial resources and provide\/generate reports for management control.<\/li>\n<li>Facilitates the implementation of efficient financial management systems.<\/li>\n<\/ul>\n<p>It consists of the following units:<\/p>\n<ul>\n<li>\u00a0Accounts<\/li>\n<li>Financial Analysis and Reporting<\/li>\n<li>Financial Management Services<\/li>\n<li>Staff Salary<\/li>\n<li>Staff Car Revolving<\/li>\n<li>Treasury<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>RESPONSIBILITIES<\/strong><\/p>\n<p><strong>Accounts<\/strong><\/p>\n<ul>\n<li>Processes Headquarters\u2019 transactions for Government of Ghana subventions, Health Fund and Earmarked funds.<\/li>\n<li>Prepares financial and management reports for MOH Headquarters\u2019 operations.<\/li>\n<li>Assist Regulatory &amp; Statutory Agencies of MOH with their Financial Management responsibilities.<\/li>\n<\/ul>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>Provision of Financial Information<\/strong><\/p>\n<ul>\n<li>\u00a0Prepares Financial and other statements of accounts for external purpose.<\/li>\n<li>Maintains Financial Information for management use for control purposes.<\/li>\n<li>Advice and support management in meeting their regulatory obligations in respect of financial accountability.<\/li>\n<li>Leads in the development and implementation of accounting systems.<\/li>\n<li>Advises on information systems to meet the financial requirements of the Ministry.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>Business Analysis and Measurement<\/strong><\/p>\n<ul>\n<li>Assists in the planning and monitoring of Ministry\u2019s performance.<\/li>\n<li>Advises management for the control of expenditure and monitors the budgets.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>Statutory Audit<\/strong><\/p>\n<ul>\n<li>Prepares for and control the statutory audit process.<\/li>\n<li>Develops plans for monitoring and implementation of Audit findings.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>Asset Management<\/strong><\/p>\n<ul>\n<li>Promotes growth in the Ministry\u2019s financial and physical asset.<\/li>\n<li>Monitors and maintain the Ministry\u2019s cash flow requirement.<\/li>\n<li>Advises and assists the Ministry in controlling and investigating risks associated with fraud.<\/li>\n<li>Ensures judicious use of funds.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>Management Operation<\/strong><\/p>\n<ul>\n<li>\u00a0Establishes and maintains safe, secure and healthy working environments.<\/li>\n<li>Develops and maintain effective and ethical relationships amongst all finance staff.<\/li>\n<li>Assists the HRD to ensure adequate Accounts staff, establishment for all agencies of Ministry of Health.<\/li>\n<li>Prioritizes on-going personnel and professional development of finance staff.<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>It is responsible for financial management policy, resource mobilization, disbursement, financial accounting and reporting.
